There is some kind of a problem with FORMATTING:

when I am trying to change the style of middle horizontal line at continuous group of adjacent horizontal cells (using Format > Cells > Borders > Line style) from solid to dotted line somehow I have to do this twice to apply changes.

Is it possible to eliminate such inconvenience?

I don't have this problem, although I don't understand what you mean by "middle horizontal line". I can only set diagonal lines, but not some line going through the middle of a cell.

My steps:
1. Select some cells in the same row
2. Apply all borders and inner lines
3. Select one cell from the middle of the bordered group
4. Apply dotted style

I think this case can be closed because for some reason changing of style of cells did not work properly until now, but this problem no longer exists.

Thanks, closing.
