Description:
Bar chart does not properly handle values < 1 using log scale!

forces 1 upper limit of "1" and plots the bar down to the true value!
 

Steps to Reproduce:
1.set up a data set with values from , 1 to more than one.  i.e .001 to 10
2.insert a bar chart for values and names
3.check display...Wrong!  Bars for ,<1 data go from 1 down to value.  they should start at lowest value and go up to value.  Bars for .1 data start at 1.  All bars should start at smallestscale value

Actual Results:  
none

Expected Results:
Per above all bars should plot starting at lowest vertical axis value and go UP to bar data value independent if their value!
