Description:
Start libreoffice and open document do to much flashing UI elements

Steps to Reproduce:
1. Start libreoffice
2. Open document

Actual Results:  
Twice refreshed page in open document main window
Many changes in panel while document is loaded

Expected Results:
1. Choose document window is closed without refresh
2. Writer windows is opened with full panel loaded and line under menu is not show and hide and reler is show in normal wiev (not show in web view and then changed to normal view)

Steps to Reproduce:
0. Create Document and save in 2 format (odt and html)
1. Start libreoffice (Start Center document list)
2. Open document in odt format you will see left panel is flashing (1 or 2 or time random) and then open document
2.1. Open document in html format - it is no flashing

The start center flickering problem is widely known. I think this is the same root as bug 71087 (or at least close enough) so I will close as dupe.
