It happened also with previous version of libreoffice like 5.x

What if you start LibreOffice in Safe mode and try copying text? It can be done from the Start menu entry or Help - Restart in safe mode and then Continue in safe mode.

it happen the same
but I have to correct a thing in my first post :
using calc, writer and draw, if I select text:
-in writer directly the text;>>>>this is wrong, it only happen selecting text in a text box and happen also in safe mode
-in calc inside the formula bar; >>>this happen also in safe mode
-in draw selecting text inside a text box;>>>this happen also in safe mode

I think is a windows 7 issue.

No crash when copying text. tested Calc and Writer.

This also happens to me..sometimes. Now I'm on 5.4.7 but I experienced on 5.3 and before. Can't remember when it started. 
Problem with this issue is not being reproducible, I guess. 
What seems like a "few seconds hang" is probably a dump. 

2 possible solutions:
-  run LO via procdump (always or before longer work with copying text) to get a dump 
- upgrade LO to new versions and test whether it happens

Ok, let's set status to NEW and version to "5.3 all versions"

with windows7, 
-it happens also copying the text above from the help>about libreoffice;
-it happens in draw selecting text inside a text box;

+it doesn't happen in writer selecting text in a text box, here also crashed with a draw and a writer windows opened but retrying is ok;
+it doesn't happen in calc selecting text inside the formula bar and in a text box;
It seems that the problem in writer and in calc is solved, and the problem remain only in draw and in the help>about libreoffice window.

don't repro in LO 6.1 beta 2 on Windows 7

Good catch. 

1. Open Help-About
2. Select and copy text and immediately click Close
3. You can see it takes 6 seconds until window is closed. 
Repro way back to OO and now with 6.2+ master in Windows 7. 

Also reproduced slowness in Draw with text box in master.
1. Create text box with some text
2. Ctrl+A, Ctrl+C, click outside, Ctrl+V
3. You see it takes time to paste.
