issue 1: under notebookbar settings, menubar is missing. 

issue 2: Once in notebookbar settings, everything is defaulted to groupedbar compact. Users cannot changed to contextual or to other selections. 

Both of these issues are present in windows 10 and 7

As the name explain it.

Hi,

You have to find the button as in the attached image, at the exteme right of the window, to display the Menubar.
Once done, you have no issue to choose the setting into Veuw > Notebookbar.
Does it work this way?

But because of this minor annoyance, is it possible that we set the notebookbar default setting to contextual group instead of the groupedbar compact?

The issues reported in this bug are no longer an issue.
They have been fixed recently by andreas kainz -> https://cgit.freedesktop.org/libreoffice/core/log/?qt=author&q=andreas

Please, try with a daily build from  http://dev-builds.libreoffice.org/daily/master/
