draw handles are too small to see or easily click. (Win 10 Dell xps display 3840x2160).
I have found no place in Libre Office to configure the size  of these handles.
Changing zoom or drawing scale does not help.

Is the effect same as seen in the screenshots in bug 116920?

Well, to me attachment 141257 [details] is looking basically the same as the screenshot in your document. Both reports are about high density display. I am going to close yours as a duplicate.
