Something is off here. Doing the same as a normal user leads to the missing text in the imported emf-file. This holds for win 10 (LO version 6.2.3) as well as ubuntu 18.04 (LO version 6.0.7.3). Seems to work fine for me, and I could bibisect where it started working, using repo bibisect-win32-6.1.
