I think this is similar to bug 112195. In LO 6.3.0.0 it is possible to choose a color for the whole page. So I assume, it should also be possible with an image. Can you give it a try with the actual master? (https://dev-builds.libreoffice.org/daily/master/) I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in master. Change to RESOLVED WORKSFORME, if the problem went away.
