This is not a bug, but the expected behaviour. You need to convert the values after setting date format e.g. via Menu "Data/Text to Columns..." please have a look at: https://ask.libreoffice.org/en/question/87210/calc-conversion-text-to-date/ There’s certainly a great deal to know about this topic.
