The variable text/shared/00/kbd_shortcuts.xhp#pagebreak seems to be translatable. The <embedvar> is just a technique for inserting text. If it were not used then the exact same text (with "Ctrl") would be written directly into different help pages. Is the idea that you need to be translate "Ctrl" differently in different texts (rather than "once" and then reused) as this "embedvar" technique offers? (still trying to understand the problem.) Localizing is not a problem. The system allows localizing this embedded shortcut. But using different forms (cases) of such localized word/term is a problem, because LO infrastructure does not allow this (as it doesn't know which case to use automatically etc.). Please, first read this: https://en.wikipedia.org/wiki/Grammatical_case Then maybe you will understand, that many world languages have different forms of words for different cases, which means that a Ctrl key, localized in Nominativ in Slovenian as "krmilka" should in some sentence structure of translated LO Help string be in Genitiv (so it should become "krmilke") and some other LO Help string as Locativ ("krmilki") etc. Do you now understand? Seth Chaiklin committed a patch related to this issue.
