FILEOPEN ODT: Slower compared to 6.0

Steps to Reproduce:
1. Open attachment 160498 [details] (20 seconds with Lib 7.0 and around 7 seconds with 4.4.7.2 and 10 with 6.0

Actual Results:
20 seconds

Expected Results:
10 seconds


Reproducible: Always

@Telesto, which are the results using time OOO_EXIT_POST_STARTUP=1 in both versions ?
