Description:
UI: No restart in safe mode menu item for tabbed toolbar (and similar onces)

Steps to Reproduce:
1. Open Writer
2. Enable tabbed toolbar
3. Press the hamburger menu

Actual Results:
No restart in safe mode option

Expected Results:
Seems logical


Reproducible: Always

Maybe a good idea to add "Restart in Safe-Mode" to the hamburger menu.

I doubt I have ever restarted LO in safe mode. Just because a command exists doesn't mean it needs to be in the notebookbar.
