This is marked Linux, but same is in Windows. Not sure if this could and should be done, it also doesn't happen in MSO. Please give example of software where cursor changes in hand on text, not dialog. Maybe I misunderstood, steps are only for About dialog, no repro in GTK3, needs KDE. Repro. Already seen in 6.4 bibisect repo.
