in many european countries the decimal separater is a comma, not a dot. therefor the default CVS separator character is a semicolon. it can be set in libreoffice calc in a quite hidden way, described e.g. here: https://ask.libreoffice.org/en/question/201076/csv-default-separator/

Tools -> Options - LibreOffice -> Advanced - Button: Open Expert Configuration and search for FieldSeparator 

it would be nice if LC_NUMERIC or LC_MONETARY is something non english to use semicolon as default.

second advantage is that this then would be more compatible with microsoft excel, and also be more compatible with public upload APIs in europe.
