Description:
Writer / Configuration /  Please make the vertical ruler able to be moved across the document.
Perhaps a person could move the mouse cursor to a spot at the top of the vertical ruler, press the mouse button, and drag the vertical ruler across the page. When the mouse button is released, the ruler would stay where it was dragged to. It would remain while other activity goes on, until there is one more quick click anywhere directly upon it, which would send it back to its normal position at the side of the screen. This would help a lot when a person is trying to measure exactly where text is down a page, or comparing several text sizes.

Actual Results:
The vertical ruler is always off to the side, where I have to eyeball a line across the computer screen to get an idea of the inch/centimeter or fraction thereof.

Expected Results:
I would like to be able to move the vertical ruler across the document, to help measure the location of text.

For to see positions inside the page, you can use the grid.

Enable/disable grid in menu View
Units for grid in Tools/Options/Writer/Grid

I do not support a movable ruler.

If you have a text with several columns, it might be helpful to measure the position of the text in different columns. But you can also achieve this for example, if you increase zoom factor and bring column beside the ruler. So I also won't support the idea

Don't see the use case either. Precise positioning anywhere is possible with Draw/Impress where you have snap lines that work as you describe. https://help.libreoffice.org/6.4/en-US/text/simpress/01/04030000.html

Also agree that grid and guide-lines should be enough in Writer. Plus position and size next to alignment and anchorage are perfectly shown at object properties > type.

Only downside here is for objects like images. The rulers change from page measurement (as initial object) to image measurement (as new object) that's makes the guide-lines almost useless.

Maybe we should keep the page measurement regardless the current object?

Add my -1, the vertical ruler can be docked left or right of canvas, and between setting the "visible grid" and enabling "Help lines while moving"--not a lot of need for the dev work involved making the vertical (or horizontal) ruler repositionable.
