I've seen this behavior since last major version on Linux. I'm usually copy and pasting tables to Calc and at some point while copy, pasting or changing a sheet name, the application stops responding to keyboard inputs. No shortcuts, no input into dialog boxes, nothing that has to do with the keyboard. It responds to the mouse, it allows pasting text from the context menu.

Also it seems to register keyboard input when navigating the options dialog box, but when you stop in a input field, it stops, if you use the mouse to try anything else it starts working. Other applications have no problem, as I'm typing this bug report right now.

I've noticed some audit DENIED in dmesg trying to write to the $HOME/.gnupg directory, but I doubt that is related. I don't have enabled OpenCL.

When restarting right now, I closed the document, and it allowed navigation in the menu bar, but as soon as I opened any document it stopped from doing that.

Could you try to identify some simple steps (1,2,3...) to reproduce the bug?

Other than pasting from a different application, I haven't identified any common point. It isn't reliably reproducible, so I can't provide steps to reproduce.

Sorry but with no repro steps, this can only be closed. 
You may search existing bugs and maybe get an idea. 
Calc has issues with table paste from web, there's an old bug for that.
