Heading N style has "Keep with next paragraph" setting enabled (that is natural; headings are typically expected to be on the same page with at least one following paragraph). In your document, there's one normal paragraph after chapter 15, and then a series of paragraphs that all are headings - i.e., all try to keep together. Since they cannot all fit on the same page where chapter 15 is, they are moved on the next page. When you add a normal paragraph after any of those headings, that allows to layout the text differently. This is not a bug, and works as intended. |
