broken chart settings

When I open Draw then create new chart and double click on it then the chart settings are displayed incorrectly. See attached image for more info.

Still reproducible in daily master build. The best way for me to reproduce the issue is: 

1. Open Draw
2. Make sure side panel is open
3. Insert > Chart (or double click existing chart)
4. In main Layout area, scroll up and down

Results: scroll bar in main Layout area overlaps side bar.
