This in some sense a 'repeat' of they same (some symptoms of the same problem). Drag & dropping text in ODT. Can approach it from DOCX export & sorting bulleted list or from they Page Styles narrative. Or in general terms see (bug 137151). Anyhow 'connecting' Page break to first paragraph of page (in they way it's done currently) simply not smooth, in my humble opinion. And DOCX conversion loving page breaks not helping either. I can confirm the different behavior: ctrl+alt+down moves the list entry in both cases but docx has for some reason (compatibility?) a page break at the beginning. Probably a duplicate, leaving the status unchanged. Minor issue, not UX related. Anyhow they DOCX specialists will answer with this being required :-) and should/would close it as NOTABUG. Which I likely be true, at which point I throw it at UX backyard :-). Especially because this not being unique. So even if it could be solved at DOCX level, it would be still be around in different cases. At this point it somewhere in the middle of UX (in sense of usability;predictability) and developer design of page break system. Page breaks being attached to first paragraph. Where I still hope someone having an eureka moment to get this more obvious to work with somehow (magic). I think this is a duplicate.
