The "Number Format" dialog is difficult to understand from the helpfiles. IMV, it would assist the user if there was an "Apply" button so that s/he could experiment with the format codes (rather than having to OK, then reopen the dialog).

The result/preview of the selected format code is already in the preview in the middle of the right side of the dialog. What is the additional benefit of an Apply button?

The code in the Preview is difficult to understand for a casual user—even after reading the "Number format codes" help page. An apply button would facilitate "kludging" the correct result by simply trying different formats until the user gets the right result.

It's not the code but the preview right-hand at the dialog, which shows WYSIWYG the current format.
