Description:
It is common for applications when on a touch screen display to scroll documents, list, etc. when the user drags on the touch screen. In Writer an attempt to scroll a document causes selection. This makes sense as this is an editor. However, when the application window is wider than the document is wide there is gray area on either side. Currently touch drag there is treated the same as if it were within the document. For touch screen users it would be beneficial if drag in the gray area instead scrolled the document.

Steps to Reproduce:
1.Edit a document on a touch screen device
2.Maximize the window
3.Drag up or down in the gray area

Actual Results:
Tex is selected

Expected Results:
Scrolling
