Description:
Insert heading in outline mode (using navigator)

Steps to Reproduce:
1. Open Writer
2. Sidebar -> Navigator.. 
3. Insert a heading.. 1 now you can manage

Actual Results:
Headings are created in document

Expected Results:
In addition the possibility to create outline structure in the navigator. So also adding headings.  Pretty much every option is there.. except add chapter. For comparison:

Cannot follow. The Navigator has only disabled categories in a blank document, you cannot create headings. Apparently you expect the feature, and I disagree with the need. Don't see any reason to _create content_ in the Navigator. If you talk about promoting/demoting- that's possible. The content just needs to be a heading. => NAB
