Steps to reproduce:
1. Clean the user profile
2. Open Writer
3. Tools - Development tools
3. Undock the toolbar
4. Try to dock it back to the bottom

-> Not possible to dock it back. Not happening with GEN

I followed the steps and I can redock the window. Is there anything that I'm doing wrong?

no, you are doing it right. Actually, I tried again in

and it seems sometimes it's difficult to dock it back, like in your screencast, where you have to tried a few times, but in the end it's possible.
