Description:
"To Character" from Right Click context causes jump of the image whereas Image dialog "to character" behaves as expected

Steps to Reproduce:
1. Open the attached file
2. Go to page 3
3. Right click the image and change anchor (to page) to 'to character'.. image jumps to right corner
4. CTRL+Z or file reload
5. Press F4 with image selected -> Type Tab
6. Change anchor to 'to character' -> Image stays put

Actual Results:
Jump

Expected Results:
No move as with 'Image dialog'
