The user is using more frequently the icons of a group than its textual menu.

Maybe the icons of group should be closer from the center of the window than the textual menu of the same group. Then the textual should be on the top line of each group instead of the bottom line.

I just swapped the two rows into this proposition. We could also reorder the icons : the first icons of the second row should be just besides the textual menu entry.

But you expand the menus downwards and the natural position is below the static content. Plus, MSO ribbons have these expanders at the bottom too.

I don't see an advantage to have the label in the first row.

The group label has different options
1. It describes the group (of icons)
2. It has the drop down menu for additional commands

So from my point of view I don't see a big advantage for a change.
