Description:
After deattaching Development tools in separate window you can't attach it back. Close-open window/component doesn't help. Only reseting profile returns it back.

Steps to Reproduce:
1. Create or open Writer document
2. Tools -> Development tools
3. Deattach Development tools from the bottom
4. Try to attach it back


Actual Results:
Now Development tools is a separate window and you can't attach it back.

Expected Results:
You can deattach and attach Development tools window


Reproducible: Always


User Profile Reset: Yes

Actually you can, you just need to be very precise about the place you attach it to.  It needs to be the horizontally center of the bottom edge, just above the status bar.
