Surely no one wants a numbered list 1 1 1 which is what the current default is.  

Is it possible to make the outline 1 (a) i A the default list?  

I tried creating my own list that was similar to the above using List Styles but it is tedious to get to it each time and it has to be re-created with every update.  That's not worth it.  Now I use the above outline list but have to request it for each document.  If it was the default it would be a big help. 

I suspect this would be the most useful default list for most people.

No. Wrong assumption makes a troubled request "tailor to me because all would surely like it". You may change a template but LO change would be wrong.

Why not?

Do it for a new document, save as template, and make this the default (via template manager).
