To reproduce;
Open a calc sheet.
Open the function wizard.
Go to the sheet above, File>New>Spreadsheet (not using Ctl-N)

A a new sheet opens with the toolbar greyed out.

This new sheet cannot be edited
Closing the function wizard does not make the sheet editable.
Closing the initial sheet does not make the sheet editable.

The new uneditable sheet cannot be closed.
I have to kill the process to get the sheet to exit.

Could be related to bug 70513

As Ctl-N seems disabled when the function editor is open, I suggest also disabling File>New>Spreadsheet

Sorry, not able to insert data, and toolbars and many menu options are not available.

Can you close the window when it is in that state.

After I closed the wizard for the first file, I could edit the second file. Please retest.
