Description:
UI: Image deck is below 'effect' and shadow in draw

Steps to Reproduce:
1. Open Draw
2. Insert a raster image
3. Look at the sidebar with image selected

Actual Results:
Effect & shadow above image deck

Expected Results:
Image deck above 'Effect' and 'shadow deck'. In my 'model' you go from 'general' settings to 'special effects'

For shape I would be Area -> Line -> Effect -> Shadow. Not Area -> Effect -> Shadow -> Line.

Resolves tdf#145684 - Sort sidebar decks in a more natural way

It will be available in 7.3.0.

The patch should be included in the daily builds available at
