Description:
Empty (spurious) page when pasting an image at a certain spot 

Steps to Reproduce:
1. Open attachment 179739 [details]
2. Go to page 2
3. Copy the cat image
4. Paste somewhere at the top of the page
5. An empty page is introduced
6. Undo
7. Paste again (now I get the expected result

Actual Results:
Spurious empty page

Expected Results:
No empty page in between


Reproducible: Always
