From: https://wiki.documentfoundation.org/ReleaseNotes/7.1#Windows:

Because of updated Python's change bpo-36085, LibreOffice now requires KB2533623 on Windows 7. The mentioned update is not directly available from Microsoft anymore, but KB3063858 (32-bit/64-bit) may be used, that superseded the older one (details in tdf#144902)

In this bug it is not working only the one setting page. But in the tdf#144902 they talk about issues in calc and impress. Not about all LO in general...

But of course, Don can try it.

Also, Don, try it in safe mode.

Blanco-- thank you for the information. I will try installing the Windows KB update.

Martin. Thanks for the suggestion. If you notice my second comment, I receive a crash in safe mode as well when attemptingattempting to access the setting. I have not tried to access the same in calc etc yet. I will try and get back if Blancos suggestion doesn't work.

In Accordance with Blanco's suggestion I downloaded and installed the Windows KB3063858 update. The problem has been resolved and works perfectly now. Thank you.
