The file "Save As" dlg doesn't persist window size changes.
1) start a new document
2) Save cmd
3) resize the "Save As" dlg
4) give filename, Save
5) "Save As" cmd - observe the window is back to its original size

Incomplete report. Paste here your info from Help-About and write if you use OS or LO dialog (Options-General).

I don't see which UI you are using. You have both toolbar and maybe Groupedbar.
It shouldn't depend on UI, though. 

Please try to rename LO user profile and customize again. 
By just renaming you can go back.

I think I reproduced it with 7.3. UI and filetype are not important. 
So that would be New bug. 
Since I do not reproduce with master that is 7.5+ now, I close as WFM.

To be sure, you may test yourself from https://dev-builds.libreoffice.org/daily/master/current.html. 
It installs separately to working LO and doesn't take over extensions.
