New. Andreas Heinisch committed a patch related to this issue. It has been pushed to "master": https://git.libreoffice.org/core/commit/c1893df42567c260ca5fb069038d1a55616e7b7f tdf#149598 - Remember window state of the format cell dialog It will be available in 7.6.0. The patch should be included in the daily builds available at https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. After resizing to maximum, and reopened, I get this.
