Open attached file. It contains a title with writing mode "top to bottom then right to left" (TB_RL) which is used for East Asian scripts.

Select the title and open its "Text Attributes". Notice, that the labels naming "left", "right", "top" and "bottom" and the anchor mark to not correspond to the actual position and distances in the title shape. It seems, that the settings in the dialog are applied 90deg clock-wise rotated to the shape.
