Section background

Adding a background colour to a section does not fill the whole section.

Expected behaviour:

If a background colour is added to a section the whole section should be filled out.

So the last line in the section has Below Spacing and it is not considered for coloring the section. The same goes for the 120% proportional spacing. Neither are considered for coloring the section.

IMO this seems like a bug.

But I'm not sure if this is somehow the intended behavior.

I think the background for section implemented by using a paragraph background. 
Instead, it should be implement the same as a page background.
