Description:
The "Modified" field in File Properties in LibreOffice Writer will always be blank if "Apply User Data" is disabled.

It's still possible to see when the file was modified from the OS's file manager (In this case, it's Dolphin).

This happens even after closing and reopening Writer.

Steps to Reproduce:
1. Open a new file in Writer
2. Go to File Properties
3. Untick "Apply User Data"
4. Click "OK"
5. Write some text into the document
6. Save the document
7. Go to File Properties

Actual Results:
The "Modified" field is blank, as if the file was just created.

Expected Results:
The "Modified" field should show the date and time of when the document was last saved/modified.
