Seems it would be better to adjust the "Mirrored" for RTL use to reverse the gutter placement. And we've been labeling such Start/End in UI rather than the Right/Left | Left/Right pairings. In page layout settings, When the "Mirrored" option is selected, the odd page gutter is on the right and the even page gutter is on the left anyway, so it is better to disable the "Gutter position" option when this option (Mirrored) is selected.
