In the Help pages, we have:
- layer_new.xhp: https://help.libreoffice.org/latest/en-US/text/sdraw/guide/layer_new.html
- insert_layer.xhp: https://help.libreoffice.org/latest/en-US/text/sdraw/01/insert_layer.html

insert_layer is more detailed than layer_new, covers the same topic, and is the page that is linked from the Modify Layer dialog in LO.
