When the document window is narrow or small then the toolbars fail to wrap, causing buttons to cut off at right and that kills usability by forcing the user to use the 'hidden' button feature.

There should be an option to enable multi-line wrap of toolbars, or less ideally the toolbars should be split into multiple smaller groups of icons so they can be manually re-arranged to fit. If the toolbar wraps then of course the page will have to re-adjust in the same way as it does when resizing the window.

I am able to wrap the icons when undocked, by increasing the toolbar height, but redocking the toolbar loses the height setting. We need to be able to wrap in-place while docked.

It is common to solve limited screen-space through use of narrow windows, so this is an obvious and impactful solution to a common problem.

I don't like it. In my POV an annoying movement of the used screen, with a waste of space.
BTW, it's possible to edit the toolbar to put the most used icons on the visible part of the toolbar. Or create a toolbar just with those hidden.

That wouldn't be a problem for you because you wouldn't be turning the wrap feature on. It's only a problem for people who want to maintain efficient access to their toolbar in narrow windows.
