Description:
Access keys (E.g: Alt+f) are unavailable if UI is set to tabbed.

Steps to Reproduce:
1. From the default LO UI, go to View > User Interface
2. Switch to tabbed

Actual Results:
Access keys do not work.

Expected Results:
Work

Thank you for reporting the bug. I can confirm that the bug is present as early as in this version with the Tabbed option in View tab:
