When I enter a time starting 12: (e.g. 12:11:15) in a field formatted as Time HH:MM:SS, a clock face corrupts the time, (e.g. 12🕛15) and, most importantly, all derived fields show #VALUE!

Thank you for reporting the bug.
it seems you're using an old version of LibreOffice.
Could you please try to reproduce it with the latest version of LibreOffice from https://www.libreoffice.org/download/libreoffice-fresh/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the latest version.

5.1.6.2 is way outdated and EOL since 2016, there was some bug with AutoCorrection getting in the way while entering times. Use an up-to-date release. A workaround is to hit Ctrl+Z immediately after input. Another one is to remove the offending emoji entries from the AutoCorrect list, see https://bugs.documentfoundation.org/show_bug.cgi?id=97191#c11
