Description:
Even if a table has multiple heading rows, split table | copy heading only copies the first row. This seems to be because heading rows are currently only relevant to when a table breaks over multiple pages, since the option to set the number of heading rows only appears under the setting "repeat heading rows on new pages" (when inserting a new table) or under Table Properties | Text Flow | Repeat heading (after a table has already been inserted). But this behavior seems incorrect; multiple heading rows are relevant *also* to splitting a table.

Steps to Reproduce:
1. Open Table | Insert Table.
2. Set Rows to 3 (or more).
3. Check Heading.
4. Check "Repeat Heading Rows on new pages."
5. Set Heading Rows to 2 (or more).
6. Hit Insert.
7. In the first row, type "Heading Row 1."
8. In the second row, type "Heading Row 2."
9. In the third row, type "Table Content."
10. With the cursor in the third row, go to Table | Split Table.
11. Select "Copy heading."
12. Notice that only Heading Row 1 has been copied.

Actual Results:
Only the first Heading Row is copied to the new table.

Expected Results:
*All* heading rows should be copied to the new table.
