Not reproduced with MS Office build 2309 (build 16.0.16827.20166) and LO 7.6.2.1. It pastes an active hyperlink (More of a side note, for what it's worth: copy-pasting the HTML from Office.com loses the hyperlink but keeps the "Bugzilla" text, because it automatically uses "unformatted text". If one uses Edit > Paste > Paste special > HTML, a separate text box is created and the link survives. Works as expected when pasted into Writer.) Still not good from Word 2016, the patches for bug 157363 did not change this. See my analysis there: in Impress the HTML paste format is missing, but Word/PP use that to copy-paste formatted text between each other.
