Description:
format cells windows keeps expanding and I cant resize the windows to my liking.

Steps to Reproduce:
1. right click to open the menu on any cell
2. choose "format cells"
3. press ok/apply to close the window
4. repeat the process again.

Actual Results:
the window "format cells" is getting bigger and bigger...

Expected Results:
the window should be exactly the same size, or it should store the size that the user inputs after pressing the apply[ok] button
