When converting between « ods » and « fods » formats with
the command-line « libreoffice --convert-to <fods|ods> <filename> »,
the value of the tag « IsValueHighlightingEnabled » is reset to « false ».

Probably in other versions too as many updates occur since first time.

Do you reproduce this with a recent LO version like 7.6.5 or 24.2.1 ?

Do you reproduce this with a brand new file or only with specific file?

If specific file only, could you attach it? (don't forget to sanitize if if necessary, see https://wiki.documentfoundation.org/QA/Bugzilla/Sanitizing_Files_Before_Submission)
