In a protected workbook you are still able to add a new sheet by clicking on the green Plus-tab.

All other means of creating a new sheet e.g. menu items are disabled, when the workbook is protected. One should not see the green Plus-tab either.

Just out of interest, why is the summary of this bug just the single word "EDITING"? Stefan, what made you think that would be enough? I am not blaming you personally, I want to know if we have some misleading information, or some incomplete automation, somewhere, that gives the impressions such a meaningless summary would be good enough.

Reproduced in 3.3.1 SLED 11 sp1. It looks more than a normal importance bug.
