Clean installation of 3.4 Beta 1 under Windows 7.

Most of the text in the Options panel has had the top cut off it, making it very difficult to read.

This is a major issue as it seriously affects usability.

This can be seen in the screenshot https://bugs.freedesktop.org/attachment.cgi?id=45680 added to a different issue.

Another one from the same screenshot.  Probably the same root cause as the others.

I assume this happens for the English UI, too? Also this bug has the same root cause as bug #36263.
