For my "LibreOffice 3.4Beta2  – WIN7  Home Premium  (64bit) German UI [DEV300m103 (Build:1)]" Installation of Language Packs seems to be completely broken. I selected additional DE, FR, ES, but only DE has been installed, but it does not work at all. Only start center buttons are in German, all the resting UI like Menus, Tooltips still are in English although German UI has been selected. Languages ES, FR are not available in Language options.

I did my update from 3.2.2 with uninstall of Help packages, but I left 3.2.2. Then I installed LibO_3.4.0beta2_Win_x86_install_multi.exe and afterwards helppacks DE, EN, ES, FR before I started new LibO the first time
