Open a text document, type anything. Click on Tools Menu > Options > Expand LibreOffice > Security > Click Options Button > Check box "Recommend password protection on saving > Click OK > Click Ok. 

Now Save the document. You get a dialogue box suggesting you password protect the document. The file will not save if you click cancel. You MUST enter a password to save the file. 

This bug is in all components. I always protect calc files. I didn't notice it until I wanted to save a non critical text file. 

Either change the wording on the option to Require Password on Save or change the default behavior to that of allowing a save without a password if you over ride the password box.

In version 3.4.5 and 3.5.0, if you clic on OK without providing a password LO ask you to provide a password OR to check the "open in read-only mode" check box.
If you do that you don't need a password. On the next opening, the file is opened in read-only mode and you can switch in edit mode by clicking on the Edit button.

So you can save a file without password, event if the security option is checked.
