Running "unopkg add --shared whatever.xcu" gets the config loaded for the current user, but not for *every* user (the shared flag is broken).
Packing the same .xcu files within an .oxt (extension) file, works (gets added for every user).

I was able to test the same scenario on an OpenOffice.org 3.2 installation and it worked fine, so something must have broken in the middle between OO 3.2 and LO 3.4.2.
